Please Help Me Find My Old Friend

I am looking for an ex roomy/best friend named Richard Garth Retallick.
I have narrowed searches from various web info. and prior addresses to the fact
that he and his wife (Annetta) is living in Port Orchard washington. I have not seen my friend in sixteen years. I cant get address or unlisted phone info because I don't know how. Does "net detective" or other types of software work for stuff like this or just tell you where to go to obtain public records ONLY...?

I use a public records search site to find people and have had good success. I would compare a few of them before you buy.
